The following is a February 12, 2009 Freedom of Information Act (FOIA) reply from The Federal Emergency Management Agency (FEMA), within which it is stated that no records were located identifying what Department of Defense (DoD) service branch occupied the 25th floor of World Trade Center building 7 destroyed on September 11, 2001, as described in chapter 5, page 2 of FEMA’s World Trade Center Building Performance Study.
